Scott is a Senior Consultant in Segal’s Administration and Technology Consulting (ATC) practice, based in the Minneapolis office. He is responsible for helping the ATC practice provide a wide variety of services to help public sector and multiemployer clients create operational efficiencies, improve member services, reduce administrative costs and increase internal controls.
Scott brings over 27 years of experience working with multiple-employer pension and benefits systems and other institutional investors in legal, consulting and executive roles. Over the course of his career, Scott has developed a thorough knowledge of pension and benefit plan best practices and has the ability to convey that knowledge in a professional and accessible manner.
Before joining Segal, Scott was the Executive Director of the North Dakota Public Employees Retirement System, where he oversaw the delivery of all employee benefits to state employees, including defined benefit and defined contribution retirement plans and health, dental and life insurance benefits.
Prior to North Dakota, Scott held positions at the City of Phoenix Employees’ Retirement System, the Chicago Teachers' Pension Fund and the Montana Public Employee Retirement Administration. He has held positions as in-house and outside counsel, external fiduciary and governance consultant, and director. He has worked on projects with over 40 different benefits boards and their staffs, including five of the 10 largest public institutional investors in the U.S.
Scott has a BBA in Economics from the University of North Dakota and earned his Juris Doctor degree from the Willamette University College of Law. He holds the NCPERS Accredited Fiduciary (NAF) certification from the National Conference on Public Employee Retirement Systems (NCPERS) and has the honor of being appointed to the Public Employees Board of the International Foundation of Employee Benefit Plans (IFEBP) for calendar year 2025.
