Joe received his Bachelor’s degree in Mathematics from Hunter College and his Juris Doctorate from New York Law School. He is a Member of the American Academy of Actuaries, a Fellow of the Conference of Consulting Actuaries and an Enrolled Actuary. He is admitted to the Bar of the State of New York.
Joe is a 2022 presidential appointee to the Advisory Committee of the Pension Benefit Guaranty Corporation (PBGC). As one of seven members on the Advisory Committee, he represents the interests of the general public. This distinction recognizes his significant contributions to the multiemployer and labor community in support of strengthening defined benefit pension plans.
Joe is a member of the Working Committee of the National Coordinating Committee for Multiemployer Plans (NCCMP). In 2018, he received the 18th Annual John L. Lewis Award for his achievements and contributions to the multiemployer community.

He is a former Board Member of the Employee Benefits Research Institute (EBRI), was designated a “Superstar” in the Human Resources field by HRO magazine and is a recipient of the “Good Neighbor” award from Howard University. Mr. LoCicero was a member of the Board of Trustees of the National Labor College from 2011 to 2014.
