Melanie is a Vice President and Consulting Actuary in Segal’s Washington, DC office with more than 20 years of benefits consulting experience, primarily in the public sector. She is a member of Segal’s Public Sector Leadership Group and serves as Segal's National Public Sector Health Practice Leader.
Melanie provides consulting to and is the signing actuary for numerous retiree health actuarial valuations, including several state systems and city clients. She also provides support in developing and drafting policy language at the agency and state level, vendor oversight and management and collaboration with other system programs and state agencies. Her areas of subject matter expertise include Medicare Part D plans, retiree health and VEBAs, as well as assistance with the development of internal training programs on these topics.
Melanie is the Client Relationship Manager and lead day-to-day consultant for one of Segal’s largest public sector clients. She assists with complex issues related to the medical, prescription drug, dental, vision and wellness benefits offered to over 120,000 retirees. This includes rate setting and plan design for two self-insured Medicare Supplement plans and three Medicare Prescription Drug programs as well as review and coordination of 10 fully insured Medicare Advantage Prescription Drug plans
Melanie also consults to numerous trust funds that provide health benefits to retirees and their dependents, typically resulting from bankruptcy, collective bargaining or litigation. Her experience with these plans includes work to establish the benefit programs, drafting trust and plan documents, plan design decisions and communications.
Prior to joining Segal, Melanie worked at a large international employee benefits and human resources consulting firm, where she prepared actuarial valuation reports and related government filings for public sector, multiemployer and corporate defined benefit pension and retiree health plans. She was involved in a wide variety of special projects including nondiscrimination testing, defined contribution plan design, pension plan terminations and spin-offs.
Melanie has a BS in Applied Mathematics with a concentration in Actuarial Science from North Carolina State University. She is an Associate of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, a Member of the American Academy of Actuaries and an Enrolled Actuary. Ms. Clark is a licensed Life and Health Insurance Consultant in Maryland, Virginia, the District of Columbia and other mid-Atlantic states.
